GOVERNOR SPITZER ANNOUNCES ADMINISTRATION OFFICIALS

"After a year of marshaling the work of the state's many agencies and delivering significant achievements for the New York public, Director of State Operations Olivia Golden informed me today that she has decided to resign her position at the end of the year in pursuit of other endeavors,” said Governor Spitzer. "Olivia brought years of public leadership experience to the role, earning both respect and admiration for her tireless dedication and ability to shape and advance the invaluable work of state agencies. I thank her for her service and wish her well in future pursuits."

Director of State Operations Olivia Golden said: "I am very proud of what our team has accomplished in this first year, whether through health insurance for children, education reform, jump-starting economic development, or reforming state government. I feel confident that our collective efforts have laid the groundwork for future accomplishments, which is why I have decided to return to writing projects already in progress."

The Governor announced that Budget Director and Senior Advisor Paul Francis will assume the role of Director of State Operations effective January 1 and that his First Deputy at the Division of the Budget, Laura Anglin, will assume the Directorship.

“Paul and Laura are consummate professionals whom I value for their experience, judgment and counsel. I welcome them to their new roles,” continued Governor Spitzer.

Paul Francis will serve as Director of State Operations. Mr. Francis became Budget Director and Senior Advisor to the Governor in January of 2007. Mr. Francis served as Policy Director for Eliot Spitzer’s gubernatorial campaign as well as Policy Director for the Governor-Elect’s Transition office. He spent 25 years in the private sector in a number of different roles before joining Governor Spitzer’s campaign.

Budget Director and Senior Advisor to the Governor, Paul Francis said: “Olivia Golden did an outstanding job in putting in place a superb team and establishing the processes to effectively manage a vast set of governmental operations. It has been a privilege to work with her closely over the last year. I look forward to continuing the job she started to advance the Governor's agenda across a broad range of programmatic initiatives."

Laura Anglin will serve as Budget Director. Ms. Anglin became First Deputy Budget Director in January of 2007. Ms. Anglin's career in public service spans nearly 20 years. Prior to joining the administration, she served as a Deputy Comptroller for New York State, and also served for many years in the New York State Assembly as Director of Budget Studies and as First Deputy Fiscal Director. Ms. Anglin has also held the position of Econometrician in the Department of Taxation and Finance and began her career as an Economist for the Department of Environmental Conservation.
